The CCBE general membership comprises county member boards that have paid the annual CSBA and CCBE membership dues in full. The general membership is responsible for the governance of the organization. Their duties are to initiate, review, amend and adopt bylaws, policies, goals, objectives, and resolutions of CCBE, and elect CCBE officers and the nominating committee.

For the business of CCBE to occur, each county office of education must designate their county's voting representative that will be attending the CCBE General Membership meetings and ask that each county office of education fill out the county voting representative form and submit it to ccbe@csba.org.
